facility stationed at the New York World Trade Center towers in Lower Manhattan who was among one of more than 80 PAPD employees reported missing and presumed dead in the September 11 World Trade Center collapse that killed nearly 3,000 people including 37 Port Authority police officers when the hijacked American Airlines Flight 11 slammed into the building's north tower, where he was relaying information about the WTC collapse by telephone to the Port Authority's central police dispatch desk in Jersey City from his office on the 64th floor of the law enforcement agency's headquarters.
