Summary: deputy director of the Emergency Services Department for the New York City Housing Authority who became a key eyewitness for his most famously known accounts of what happened in World Trade Center 7 during the September 11, 2001 terrorist attacks after he had saw and heard explosions before the Twin Towers collapsed while he was attempting to evacuate the WTC 7 Command Center along with NYC Corporation Counsel Michael Hess, but who had publicly shared his experiences with a reporter on that fateful day as well as in a lengthy 2007 video interview with Dylan Avery furthering conspiracy theories that there were bombs and planned implosions at the site.
