Summary: South Korean parliamentarian and chairman of the Home Affairs Committee who served as the founding president of the World Scout Parliamentary Union and was instrumental in the creation of a group of former Scouts elected to representative in Korea in 1983, who was awarded the 265th Bronze Wolf, the only distinction of the World Organization of the Scout Movement awarded by the World Scout Committee for exceptional services to World Scouting at the 1999 World Scout Conference.
