Summary:
Latvian politician and chairman of the Council of Ministers of the Latvian SSR at the end of the Soviet period in the late 1980's who started to break up collective farms and created the first 8,000 privately owned farms under his leadership, who also worked in various management positions in agriculture and the Communist Party of the Latvian SSR during the Soviet period, but who supported the idea of Latvia as an independent country after voting in favor of the declaration of renewed independence on May 4, 1990 while he was a member of the Latvian delegation at negotiations with Soviet President Mikhail Gorbachev on the draft Declaration of the Independence of Latvia.
