Egyptian scientist and executive director of the United Nations Environment Programme from 1975 to 1992 who had played a key role in the foundation of the United Nations environmental agency and led Egypt's delegation to the Stockholm Conference on the Human Environment in 1972 (it was there that his calls for "development without destruction" helped to spur the establishment of the agency he later led for 17 years), and who also fostered the UNEP's most widely acclaimed success known as the Montreal Protocol, a historic 1988 agreement to protect the ozone layer.
