Guatemalan businessman and former president of Francisco Marroquin University from 2003 to 2013 who as a champion of liberty played a critical role in advancing liberalization in telecommunications in Guatemala helping to create a dynamic competitive telecom market and advocated for startup cities and libertarian ideas in Latin America, but who argued that the United States government should end its War on Drugs to put an end to violence in Guatemala and who also founded the Antigua Forum, an annual gathering of classical liberal thinkers and public-policy reformers from around the world.
