Belgian diplomat who had served as Belgium's Ambassador to the United States from 1994 to 1998 and also presented his credentials to U.N. Secretary General Kofi Annan in 1998 holding office as Permanent Representative to the United Nations in New York, but who retired from his foreign postings in 2001 and lived in Paris, France for a number of years during student protests there in 1968 in Kinshasa during the dictatorship of Mobutu Sese Seko and the Irish bombing campaign in London.
