Summary: leading advocate for crime victims' rights who was a key backer of the Victims' Bill of Rights proposition approved by California voters in 2008 known as Marsy's Law in a landmark provision that called for increased protections for victims after the 1983 brutal murder of her college-student daughter Marsalee Nicholas by her ex-boyfriend Kerry Conley (who died in prison in 2007), in which part of the law specifically important to Leach stipulated that the safety of victims and their families would be considered when setting bail for the accused.
