Summary: mayor of Montreal, Canada from 1986 to 1994 who was a founding member of the Montreal Citizens' Movement (MCM) municipal party in the early 1970's and oversaw the city's first urban master plan including the renewal of the Old Port and the parks and beaches of Saint Helen's Island during his tenure, and whose term as mayor was at the city's helm during the 1989 Ecole Polytechnique massacre when his family's babysitter was one of the 14 victims of the mass slaying at the Universite de Montreal.
