Summary: two-term mayor of Oklahoma City, Oklahoma serving from 1959 to 1963 and again from 1967 to 1971 whose terms included the construction of a 100-mile pipeline from Lake Atoka in southeastern Oklahoma to Lake Stanley Draper in Oklahoma City to provide a reliable water supply there, and who also oversaw an annexation program in which the city grew from about 90 square miles to about 600 square miles.
