central England constituency in the 1960s to the 1970's and 1980's
(prosecutors at first would not charge him, even though there was
enough evidence to prosecute because he had advanced Alzheimer's
disease), in which the Crown Prosecution Service later revered the
decision and said a judge and jury would conduct a "trial of the facts"
due to start in April 2016, which considers the evidence against the
accused but does not issue a verdict or pass sentence.
