Summary: foreign minister of Romania under communism from 1978 to 1985 who had reduced the country's dependency on the Soviet Union and also developed ties with African and Asian countries that gave former Communist leader Nicolae Ceausescu (executed by firing squad in 1989) a reputation as a maverick among Warsaw Pact leaders, but who had served 2 ½ years in prison after communism ended for helping to suppress the bloody revolt in which more than 1,000 people died.
